In December 2008, the MOU was amended to include three reporting options for signatories to report water savings. Two were detailed in the 2008 revision: The Traditional and the Flex Track Approaches. The GPCD compliance option was to be voted on in June 2009.
A GPCD committee has met for past 5 months to develop the proposed GPCD Compliance Option. The Steering Committee adopted a compliance policy at its May 7, 2009 meeting by unanimous vote and is submitting two amendments to the MOU for adoption to accomplish the GPCD Compliance Option.
The principle changes are proposed Exhibit 1 of the MOU, allowing retail water agencies to report their conservation successes using the GPCD metric as defined. The proposal allows utilities that serve agricultural customers the flexibility of including their ag water should they choose. This requires an amendment to Section 3.2 of the MOU.
